I think this action should take by all webmasters in his communities / forums ... Because one chance means you are giving place to another one also to spam your communities / forums.
I ban spammers for sure.
But I try to give other people a chance to behave the way I wish for members to behave before banning.
However, I'll take swift action if need be. I don't like to do it but if you let it go on, everything will turn toxic really quick.
