I've seen some community issues warning and even suspensions to members who post existing topics.

They have rules stating you must search before posting a new topic.

Is this something you enforce on your forum? If a member posts a topic that already exists, what's your reaction to it?
 
And I say BullShit.

If you want to do such.. then have your site be able to look at the title and reflect similar topics.
If your script can't do that... then either don't bitch or find an add-on or script that does such.

Me personally... if it's a topic already being discussed, I'd most likely merge it into that topic.

This is how I feel about it.

If the topic is being discussed and it makes since to merge, then merge. But sometimes a new topic is good if it's slightly different or the older one is dead or has went far off topic which many of them tend to do.
