Cold invite would be contacting individuals for the purpose of asking them to join your forum.

I wouldn't exactly call it spam unless you're hitting up total strangers. But if see a potential member online somewhere and invite them to join, it's the same as cold calling in sales. Cold calling, if done right, is extremely effective, too.
